The City of Corvallis' Home Buyer Assistance Programs strive to encourage home ownership within city limits. 

The First Time Home Buyer Program provides no interest loans of up to $20,000 for low-income first time home buyers to cover a portion of the down payment/closing costs associated with their purchase of a home within the City of Corvallis.


  • Property being purchased must be within Corvallis city limits
  • Applicants may not have owned a home in the last three years unless ownership was lost through divorce proceedings
  • Gross taxable household income must be below 80% the HUD low income level for Corvallis (current median level for Corvallis).
  • Applicants must also complete an education program designed to prepare them for home ownership. The education program is provided by Willamette Neighborhood Housing Services, which may be reached by phoning (541) 752-7220 or emailed at info@w-nhs.org.
