CDBG and HOME Funding Opportunities

The City of Corvallis receives federal funding on an annual basis through the U.S. Department of Housing and Urban Development's Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) Programs. These funds are utilized throughout the Corvallis community to address housing and community development needs to benefit low-income community members, which meets one of the three national objectives required by the CDBG program and the HOME program's primary objective. 

Through the federal objectives, the City of Corvallis completes a Consolidated Plan every five years to identify goals specific to its community needs. Through this public process, the Consolidated Plan identifies five goals to guide the City's investments of both financial resources and technical assistance.

The goals identified for 2023-2027 are:

  1. Create affordable housing opportunities

  2. Maintain the quality of affordable housing

  3. Public facilities and improvements to serve the needs of low- or moderate-income individuals. Support infrastructure needs in low- and moderate-income neighborhoods, including infrastructure adjacent to affordable housing developments

  4. Support achievement of the HOPE Advisory Board recommendations and strategic priorities of the Coordinated Homeless Response Office

  5. Support agencies that provide direct services to low-income and special needs populations

Within the scope of the five goals identified above, the City issues CDBG and HOME funding through the following local programs:

CDBG Home Repair Loan Program

  • Description: No-interest, deferred loans to low-income homeowners for critical repairs to maintain the integrity of a home.
  • Eligible activities: Plumbing and electrical upgrades, foundation repairs, roof and gutter repairs or replacement, window and other weatherization upgrades, and more.
  • Eligible applicants: Homeowner's earning 80% or less of the Corvallis, OR Area Median Income.
  • Approximate funding per loan: Up to $35,000, or more on a conditional basis.

CDBG Human Services

  • Description: Provides funding for labor and operational costs incurred by social service providers serving Corvallis residents.
  • Eligible activities: Activities should address one or more of the five goals identified within the Consolidated Plan and could include, but is not limited to, services for homeless persons or people with low-incomes, food banks, education programs, energy conservation, etc.
  • Eligible applicants: Public or private non-profit agencies, authorities, or organizations.
  • Approximate annual funding: Minimum award of $10,000 and up to $80,000 (approximate total funding available).
  • Application status: the Request for Proposals (RFP) is typically issued in January.

CDBG Capital Project

  • Description: Funding for capital projects that support the development of a viable urban community for low-and moderate-income persons.
  • Eligible activities: Projects should address one or more of the five goals identified within the Consolidated Plan. Regulations allow for a wide range of eligible activities and could include, but is not limited to, acquisition, construction, and/or rehabilitation.
  • Eligible applicants: Public or private non-profit agencies, authorities, or organizations.
  • Approximate annual funding: Minimum award of $75,000 and up to ~$300,000.
  • Application status: the Request for Proposals (RFP) is typically issued in November.

HOME Capital Project

  • Description: Funding for the creation and preservation of affordable housing. 
  • Eligible activities: Projects should address one or more of the five goals identified within the Consolidated Plan and may include acquisition, construction, reconstruction, rehabilitation, conversion, and/or rental assistance for affordable housing to low-income owners or renters.
  • Eligible applicants: Public agencies, for-profit, and non-profit developers.
  • Approximate annual funding: Minimum award of $100,000 and up to ~$250,000.
  • Application status: the Request for Proposals (RFP) is typically issued in November.

HOME Community Housing Development Organization (CHDO) Set-Aside

  • Description: At least 15% of the total annual HOME award is set aside for activities undertaken by a CHDO. A CHDO is a private nonprofit, community-based organization that has staff with the capacity to develop affordable housing for the community it serves.
  • Eligible activities: Acquisition and/or rehabilitation of rental housing; new construction of rental housing; acquisition and/or rehabilitation of homebuyer properties; new construction of homebuyer properties; and direct financial assistance to purchasers of HOME-assisted housing that has been developed with HOME funds by the CHDO.
  • Eligible applicants: In order to qualify for designation as a CHDO, the organization must meet certain requirements pertaining to their legal status, organizational structure, and capacity and experience.
  • Approximate annual funding: ~$50,000
