Notice of Municipal Election: November 2, 2021

TO:     The legal voters of the City of Corvallis, Oregon:

Notice is hereby given that on Tuesday, November 2, 2021, in the City of Corvallis, Oregon, a mail-in election of the legal voters of the City will be held.  Registered voters residing within the City may cast their mail-in votes at any time following receipt of the ballots, but they must be received by the Benton County Elections Office no later than 8:00 pm on November 2, 2021.  In addition, citizens may vote by dropping off ballots in a drop zone any time prior to 8:00 pm on November 2, 2021.  Ballot drop sites are as follows:

CHARTER AMENDMENT: EXTENDING RECRUITING PROCESS FILLING VACANT CITY MANAGER POSITION (Measure 02-131)

Caption:         Charter Amendment Extending Recruiting Process Filling Vacant City Manager Position

Question:        Shall the City Charter be amended to extend the process allowed to fill vacancies in the  City Manager position?

Summary:      This proposal would amend Section 23(b) and Section 23(e) of the City Charter. The amendment would lengthen the time the City Council is allowed to fill a vacancy in the City Manager position. The Charter currently allows a maximum of six months. The proposal is to allow a maximum of two years. Within 30 days of a vacancy, the City Council would be required to adopt a resolution setting out the recruitment process and timeline and to use that process to select the next City Manager. The Council would need to complete the recruitment and appoint the new City Manager within two years. This proposal would also extend the period that a pro tem City Manager is permitted to serve from six months to two years and clarify the authority of a pro tem Manager to appoint or terminate City employees.

CHARTER AMENDMENT: FILLING COUNCILOR VACANCIES BY APPOINTMENT (Measure 02-132)

Caption:         Filling City Council Vacancies by Appointment

Question:        Should the Corvallis City Charter be amended to fill vacant Council positions by appointment rather than by special election?

Summary:      If adopted, this measure would amend Section 34 of the Corvallis City Charter and require the City Council to fill vacant City Council positions by appointment within 60 days of a vacancy, rather than holding a special election.  The method of nomination and appointment would be set by ordinance.  This measure would not change the requirement to hold a City-wide special election to fill vacancies in the office of mayor.   This measure would require the City Council to fill vacant City Council seats within 60 days, require any ordinance setting the appointment process to include nominations from the ward, and include a requirement that the City Council hold a public hearing prior to any appointment.  This amendment would minimize the time that constituents in any ward remain unrepresented.

CHARTER AMENDMENT: REMOVE GENDER SPECIFIC PRONOUNS THROUGHOUT THE CITY CHARTER (Measure 02-133)

Caption:        Amendment to Remove Gender Specific Pronouns throughout the City Charter

Question:      Shall the City Charter be amended to remove gender specific and binary    pronouns?

Summary:     If the voters approve this amendment, gender specific and binary pronouns throughout the Corvallis City Charter would be removed, without changing the meaning of the amended Charter provisions. When possible, gender specific and binary pronouns would be replaced with the noun, title or position from the same sentence, paragraph or section. Where using a pronoun is necessary, the pronouns “they” or “their” are used as the singular non-gender specific pronoun.
