Capital Improvement Program

Every year the City of Corvallis publishes an update to the Capital Improvement Program (CIP). The CIP is a 5-year planning document identifying capital project expenditures anticipated throughout the community. Year 1 of the CIP is adopted into the City’s budget for the next fiscal year.  Years two through four represent the current plan for future expenditures, but may be revised with future CIP updates in response to changing priorities, cost escalation, or budget limitations.

Ideas for new capital projects can come from any number of sources, including the general public, elected officials, boards and commissions, and City staff. However, most projects are identified by technical drivers with the primary source of project identification being the City's asset management programs and master plans.

The CIP provides sound financial planning and management of projects which:

  • Preserve existing publicly-owned property and infrastructure.
  • Provide new facilities and infrastructure to accommodate an orderly, well planned expansion of the community.
  • Enhance livability within the community.

The CIP is used to:

  • Identify the current and future capital infrastructure needs in each area of service within the City.
  • Coordinate investments.
  • Prioritize proposed capital projects within each service area and within the program as a whole.
  • Match available financial resources to the capital needs of the community.
  • Facilitate public participation in the identification of potential capital improvement projects.

The following is a description of annual CIP update activities:

  • Projects are identified from a variety of sources and are reviewed/developed by City staff.
  • A proposed CIP document is completed and reviewed/revised by the City Manager.
  • The proposed CIP is released to the public and Budget Commission (includes City Council) for review and comment.
  • The proposed CIP document, and written public comments, are reviewed by the City Council with input from the Budget Commission.
  • A final CIP is developed and made available to the public.
