Administrative Procedure #9.07 - Use of Computer Technology, Equipment, and Public Internet Access at Parks and Recreation Department Facilities
Purpose
To establish guidelines for use of the computer technology and equipment, including public Internet access, at Parks and Recreation Department facilities.
The Parks and Recreation Department upholds and affirms the right of individuals to have access to or create constitutionally protected material.
Scope
Applies to the public using City-owned computer technology, equipment, and/or information resources at Parks and Recreation Department facilities.
Definition
- Computer equipment: City-owned equipment provided for use by the public.
- Constitutionally protected material: Computer-obtained or created content including Internet content (i.e., photos, words, images. and graphics) allowed for public viewing under Article One of the Oregon Constitution.
- Sexually explicit: Any communication, language, or material, including a photographic or video image, that depicts or relates to sexual organs, explicit sexual acts, or sexual conduct, including sexual intercourse, when to the average adult such representation has as its primary purpose or effect sexual arousal, gratification, or affront.
Procedure
- a. The Corvallis Parks and Recreation Department provides information resources through the Internet, as well as via City-owned computer technology and equipment.
- b. Computer users are encouraged to exercise discretion when using the computer equipment and to respect the privacy of others.
- c. The City prohibits the viewing of sexually explicit materials. The Parks and Recreation Department seeks to monitor and control access to sexually explicit information on the City-provided equipment or Internet access, and does restrict or censor what content may be accessed or which Internet sites a user of the City-owned computer equipment may view.
- d. Users may be exposed, intentionally or unintentionally, to created documents and/ or Internet site content some individuals may think controversial, inappropriate, or offensive.
- e. City of Corvallis Administrative Procedure 10.07 Code of Conduct for Patrons at Parks and Recreation Facilities, Events, and Programs applies to the use of the Internet. The Code of Conduct is available at each facility.
- f. Computer Technology User Guidelines and Policies are applicable at each facility. Users must follow Computer Usage Guidelines and Policies or will be prohibited from use of Computer Technology or Equipment at the facility.
- g. Costs for access to computer equipment, technology, and printing varies by location. Fees are based upon Park and Recreation Department Cost Recovery and Resource Allocation Philosophy Methodology.
- h. User is responsible for the device and equipment. Repair and/or replacement cost of stolen, lost, broken, or missing equipment will be charged to user. User may not alter device or equipment.
- i. Computer equipment may not be used for activities considered illegal by law enforcement agencies.
Review/Update
The Parks and Recreation Director will prepare this Administrative Procedure for review as needed for City Manager approval.
