Administrative Procedure #10.14 - Parks and Recreation Facilities Guidelines

Purpose

To establish guidance governing operation of the Corvallis Parks and Recreation Department (CPRD) Facilities specific to priority use, fees, and contributions from the public.

Scope

Applies to users of the Park and Recreation Administration and Recreational Services Building, Osborn Aquatic Center, Majestic Theatre, and Corvallis Community Center including, but not limited to, volunteers, staff, patrons, contractors, reservation holders and their attendees, and visitors.

Policy

Who is Served.  The population served by each of the facilities is as follows:

  1. Administration and Recreational Services Building shall serve participants of all ages.
    • Corvallis Community Center priority shall be to serve adults, 18 years and older, ensuring activities and programs for people 50 and older are provided.
  2. Osborn Aquatic Center shall serve participants of all ages.
  3. The Majestic Theatre shall serve participants of all ages.

Prioritization of Use. The prioritization for use of the facility space is shown below.  These guidelines will be implemented by the facility supervisor. Competing priorities will be resolved through the Assistant Director.  

  1. CPRD Facility Programming
  2. CPRD Cross-Facility programming
  3. CPRD Associate Rentals and City-Sanctioned Facility Use as defined in AP 5.14, “Guidelines for Free Use of Parks and Recreation Facilities”
  4. Non-profit / Intergovernmental Rentals
  5. Private / Commercial Rentals

Fees. The Parks and Recreation Cost Recovery and Resource Allocation Model establishes fees for CPRD Facility use.

  1. Fees and charges are reviewed annually during the Cost Recovery annual review
  2. Any requests for exemption to fees for use of Parks and Recreation Facilities shall comply with AP 5.14, “Guidelines for Free Use of Parks and Recreation Facilities”

Contributions

  1. All items contributed to the City that are appropriate for use in any Parks and Recreation facility shall become the property of the City of Corvallis.
  2. All items donated directly to a CPRD Facility become property of the City of Corvallis. This includes items donated in the name of Chintimini Senior and Community Center, Corvallis Senior Center, Majestic Theatre Management, Aquatic Center, etc.
  3. Contributions of money or in-kind donations may be made to any CPRD Facility. This includes items donated in the name of Chintimini Senior and Community Center, Corvallis Senior Center, Majestic Theatre Management, Aquatic Center, etc.
  4. Contributions of money or items donated by Friends of Corvallis Parks and Recreation may be accepted by CPRD with the provision that the City has final approval over any improvements or use of donations at any Corvallis Parks and Recreation Department Facility.

Storage. Pre-approval is required from the facility supervisor for another organization to store items at a Parks and Recreation Facility.

  1. Approval of the request is not guaranteed and dependent on availability of storage space.
  2. Items stored at any CPRD Facility shall be clearly marked and identified as property belonging to the appropriate organization. The property must be removed when requested by the City. The City reserves the right to dispose of items stored by other organizations or volunteers 30 days following notification of removal.

All equipment used in any Parks and Recreation Facility will meet established rules and regulations.

Goals

The goals of this policy are to:

  1. Define whom each facility serves
  2. Define priority use for facility programming
  3. Establish guidance for contributions to a facility
  4. Establish guidance for equipment and storage of non-City property

Review/Update

The Parks and Recreation Director will prepare this Administrative Procedure for review as needed for City Manager approval.
