The nine-member City Council is elected by ward to serve a two-year term as the governing body for Corvallis. The Mayor presides at Council meetings and is elected at-large for a four-year term. The Mayor and Council provide community leadership, develop policies to guide the City in delivering services and achieving community goals, and encourage public awareness and involvement.

The Finance Department for the City of Corvallis includes administrative operations for Municipal Court, City Services and Ambulance billing, Accounting, Budget, Accounts Payable, Accounts Receivable, and Property Risk Management for the financial resources of the City. These services are provided by 17 staff members, with a 2024-2025 budget of $6.19 million.
