City Services Billing Low-Income Assistance Program

The City of Corvallis’s low-income assistance program is designed to assist with the City Services bill.

If you qualify, the assistance program will provide a credit of up to $53.55 each month. A new application will need to be completed annually. Applications can also be received throughout the year, and may take up to 1 month for processing. Please review the Terms and Conditions below before applying.

Terms & Conditions

The low-income assistance program will run by calendar year, and begin on January 1. A new customer can submit to join at any time throughout the year. A new application will need to be turned in annually to re-qualify. Applications may take up to one month to be processed.

The Low-Income Assistance program provides up to a $53.55 credit monthly for single-dwelling residential customers who pay the City Services bill for their residence, and who participate in the Supplemental Nutrition Assistance Program (SNAP), or Oregon Health Plan (OHP), or school free lunch program. If you are applying for the low-income assistance program through the school free lunch program at Corvallis School District, you must have an approved application from the Nutrition Services Supervisor in order to gain eligibility. A single-dwelling residence is one or more rooms with bathroom and kitchen facilities designed for occupancy by one family such as single-dwelling homes, detached townhouses, condominiums, zero lot-lines, etc., where the units have individual water meters.

Customers who participate in one of these programs will complete an application, show proof of their participation, and be approved before a credit will be applied.

The listed name of the applicant must also appear on the City Services bill for verification purposes.
Documentation
Please provide one (1) of the following items to show that you qualify for the low-income assistance program. Please use the buttons below to upload a PDF or attach an image, or email your material to lowincome.assistance@corvallisoregon.gov.
Please submit a copy of your Oregon Health Plan eligibility letter. The eligibility letter must include the name of one member of the household that is listed as the City Services account holder(s), and is over the age of 18 or legally responsible for the household.

Please show proof of assistance through SNAP by submitting a recent copy of your statement of benefits.

If you have a child who receives free or reduced lunches at the Corvallis School District, we can use that information to satisfy the requirements for this application. Please show proof by attaching your letter of enrollment from the Corvallis School District of participation in the free lunch program.

Authorization to Contact School District
