Excavation & Grading Permit

When is an Excavation & Grading Permit Needed?

Permits are required for an excavation of 2 feet or more in depth or when it creates a cut slope greater than 5 feet in height and steeper than 1 unit vertical in 1 ½ units horizontal (66.7% slope). Permits are also required for a fill that is 1 foot or more in depth and placed on natural terrain with a slope of 20% or more; or, a fill of 3 feet or more, (not intended to support structures), that exceeds 50 cubic yards on any one lot. Who May Purchase this Permit?

The property owner (or his/her authorized agent) or a registered contractor may purchase these permits.

What is the Cost of the Permit?

The Development Services Division Fee Schedule describes the cost of excavation and grading permits as shown below. Both a plan review and permit fee are assessed.

1) The plan review fees applicable to grading provided in Section 9.02.110.040 shall be as follows:

 

a) 50 cubic yards of less - No fee

 

b) 51 to 100 cubic yards - $15.00

 

c) 101 to 1,000 cubic yards - $22.50

 

d) 1,001 to 10,000 cubic yards - $30.00

 

e) 10,000 to 100,000 cubic yards - ($30.00 for the first 10,000 cubic yards) + ($15.00 for each additional cubic 10,000 yards or fraction thereof)

 

f) 100,001 to 200,000 cubic yards - ($165.00 for the first 100,000 cubic yards) + ($9.00 for each additional 10,000 cubic yards or fraction thereof)

 

g) 200,001 cubic yards or more - ($225.00 for the first 200,000 cubic yards) + ($4.50 for each additional 10,000 cubic yards or fraction thereof)

 

h) Other fees: Additional plan review required by changes, additions, or revisions to approved plans - $30.00 per hour (minimum charge - 1/2 hour)

2) The permit fees applicable to grading provided in section 9.02.010.040 shall be as follows:

 

a) The fee for an excavation and grading permit authorizing additional work to that under a valid permit shall be the difference between the fee paid for the original permit and the fee shown for the entire project.

 

b) Permit fees:

   

1] 50 cubic yards or less - $15.00

   

2] 51 to 100 cubic yards - $22.50

   

3] 101 to 1,000 cubic yards - ($22.50 for the first 100 cubic yards) + ($10.50 for each additional 100 cubic yards or fraction thereof)

   

4] 1,001 to 10,000 cubic yards - ($117.00 for the first 1,000 cubic yards) + ($9.00 for each additional 1,000 cubic yards or fraction thereof)

   

5] 10,000 to 100,000 cubic yards - ($198.00 for the first 10,000 cubic yards) + ($40.50 for each additional 10,000 cubic yards or fraction thereof)

   

6] 10,001 cubic yards or more - ($562.00 for the first 100,000 cubic yards) + ($22.50 for each additional 10,000 cubic yards or fraction thereof)

Additional Information

Detailed plans may be required for each process requiring a permit. Plans must be drawn to scale and be of sufficient clarity to indicate the nature and extent of the work proposed, including erosion control measures.
