Development Services offers Pre-Development meetings free of charge.  Pre-Development meetings are available to applicants prior to permit application submittal, to assist in project planning.  The City recommends that applicants take advantage of Pre-Development meetings, as they allow an applicant to submit preliminary plans and questions for City staff review and feedback, prior to the preparation and submittal of a formal permit application package.  This can save applicants significant time and money, as well as reduce risk, which typically leads to a more successful project.  Although Pre-Development meetings are primarily for the benefit of the applicant, City staff may in some cases request that an applicant schedule a meeting, if it appears that such a meeting would help facilitate the project.

Who Can Apply for a Pre-Development Meeting?

Any prospective applicant for a development project that will either proceed directly to building permit, or has already received its required land use approvals (e.g., Conditional Development, Planned Development, etc.), may apply for a Development Services Pre-Development meeting.

When and Where are Pre-Development Meetings Held?

Pre-Development meetings are held on Tuesday afternoons, either online (via Microsoft Teams or GoTo Meeting) or in the City Hall Valley Meeting Room (located on the Lower Level of Corvallis City Hall, in the Development Services Division office).  There are three available one-hour time slots each week (1:00, 2:00 and 3:00 p.m.), which are reserved on a first-come, first-served basis.

How Do I Apply for a Pre-Development Meeting?

Pre-Development meetings are most successful when the applicant is fully prepared with specific questions based on plans submitted in advance.  Therefore, to schedule a meeting, the following application materials must be submitted to Development Services at least five (5) business days in advance of the desired meeting date:

  • An agenda and list of specific questions; and
  • Preliminary plans (site, building, etc.)

A Pre-Development meeting will not be scheduled until all of the required application materials have been received.

Pre-Development application materials may be submitted electronically via ePlans, or as paper at the Development Services counter.  Emailed materials are not accepted.  An ePlans Pre-Development Meeting Guide is available, if you have questions regarding the online submittal process.  Note that for ePlans submittals, to schedule a meeting on a given Tuesday, all of the required application materials must be received by Development Services no later than noon the Monday of the previous week.
