Mechanical Permit

When is a Mechanical Permit Needed?

Mechanical permits are required for the installation, alteration, repair, or replacement of mechanical systems or devices, which may include heating, ventilating, cooling and refrigeration systems, incinerators, chimneys and vents, ductwork, gas piping, or other miscellaneous heat-producing and/or associated appliances.

The following are some examples of when mechanical permits are required. This information is not all-inclusive, so please check with Development Services staff to discuss the scope of your project.

Projects that require a mechanical permit:

  • Install or alter a heating or cooling system
  • Install an exhaust fan or range hood
  • Install a wood stove or fireplace insert
  • Install, alter or repair gas piping between the meter and an appliance (indoors and outdoors)

Additional information, including work exempt from permits, can be found in the Oregon Mechanical Specialty Code.

Who May Purchase this Permit?

The property owner (or his/her authorized agent) or a licensed contractor may purchase these permits. Oregon contractors must be registered with the Construction Contractors Board.

What is the Cost of the Permit?

The Development Services Division Fee Schedule describes the cost of mechanical permits. A permit fee schedule is included as part of the Mechanical Permit Application Form.

Are Plans Required?

Plans are not required for most mechanical work performed at residential (one- and two-family dwelling) locations.

Plans review is required for mechanical work at a multi-family, commercial or industrial location. Plans must be drawn to scale and be of sufficient clarity to indicate location, nature and extent of the work proposed. Depending on the scope of work, this may include equipment specifications, air calculations, and site and/or floor plans. Reference our Commercial/Multi-Family Checklist for more details.
