FEMA Endangered Species Act Impact Statement
The Federal Emergency Management Agency (FEMA) published a draft of their Environmental Impact Statement for the National Flood Insurance Program (NFIP) – Endangered Species Act (ESA) Integration in Oregon to implement the 2016 National Fisheries and Marine Services (NMFS) Biological Opinion (BiOp). The review period started on August 22, 2025, when FEMA published a notice in the Federal Register. A 45-day public comment period is now open through October 6, 2025.
FEMA's draft environmental impact statement (DEIS) will affect National Flood Insurance Program (NFIP) communities within the BiOp area, which is about 200 communities or over 80% of Oregon. Corvallis is an NFIP community.

Public Meetings – FEMA is holding four public meetings for anyone (staff, property owners, developers, interested individuals, etc.) to attend and offer comments on their DEIS. The virtual meetings will include ASL and a court reporter for comments provided:
- Saturday, September 6, 11 a.m. to 1 p.m., register through Zoom
- Monday, September 8, 10 a.m. to noon, register through Zoom
- Thursday, September 11, 6 to 8 p.m., register through Zoom
- Wednesday, September 30, 6 to 8 p.m., register through Zoom

Provide Comments – We recommend attending one of the FEMA's virtual meetings to learn more and provide comments to FEMA for their DEIS by October 6, 2025, in one of the following ways:
