When is a Right-of-Way Permit Needed?
Right-of-way permits are issued to allow temporary use of the public right-of-way. The issuance of these permits follows Policy 1132 and is discretionary due to the City assuming a certain amount of liability. While the City prefers that citizens occupy private property in conjunction with their projects, we recognize that the temporary use of public right-of-way is often necessary to efficiently complete a project.
Development Services only reviews and issues Right-of-Way permits for projects associated with other Development Services permits (such as building or plumbing permits) or certain concrete work. If your project falls outside of this scope, please contact Public Works for their right-of-way permit application using the Related Section below.
Who May Purchase this Permit?
The property owner (or his/her authorized agent) or a licensed contractor may purchase these permits.
If your project involves concrete work such as the installation / replacement of sidewalks, driveway approaches, etc., the listed contractor must be part of the Concrete Finisher Program following Policy 1022: Concrete Work in ROW. Questions regarding this program may be directed toward Development Services office staff.
What is the Cost of the Permit?
Right-of-Way permit costs vary depending on the scope of the project. A generalized fee schedule can be found on the Right-of-Way Application.
Are Plans Required?
Depending on the scope of work, plan review may be required. At a minimum, most Right-of-Way applications require a site plan showing the extent of the work. Please plan accordingly to allow for at least one week of review before further questions are posed or a permit is issued.

Steps
- Complete all fields of the Development Services Right-of-Way Application.
- Create a site plan showing the extent of the work. Include a traffic control plan and/or pedestrian access plan if applicable.
- Go to www.corvallispermits.com and create a new application using the "Other" application under Development Services -ePlans.
- Fill out all applicable online application fields and upload the completed Right-of-Way application, plans, and any supporting documents.
- Submit the application.

What's Next?
Allow staff two (2) business days to ensure we have received a complete submittal. If review is required, the project will route for one week; otherwise, you will be contacted within (2) business days regarding next steps for payment and issuance.
After the permit is issued, the work may begin. Please be sure to read any applicable Conditions of Approval attached to your reviewed plans and schedule inspections when ready.
