Understanding Dedicated Revenue

Every two years, the Corvallis City Council makes decisions about how to direct financial resources to deliver the programs and services that the community relies on. A key part of understanding how the city budget comes together is the concept of dedicated revenue — different pots of money within the city budget that must be spent on specific services.

Most revenue is dedicated revenue

When most people consider how cities like Corvallis pay for community services, they usually think of property taxes.

But property taxes are only about 20% of the total city budget. Most of the revenue that the City receives is called dedicated revenue. That means it is tied to a particular program or service and cannot be moved around to pay for different things.
