Re-roof Permit
When is a Re-roof Permit Needed?
A permit is required for the re-roofing of most structures regulated by the Oregon Structural Specialty Code (OSSC), including commercial / industrial buildings and multi-family dwellings such as apartments and townhomes. Section R105.2 of the Oregon Residential Specialty Code exempts the re-roofing of one- and two- family dwellings from permits in most cases.
Who May Purchase this Permit?
The property owner (or his/her authorized agent) or a licensed contractor may purchase these permits. Oregon contractors must be registered with the Construction Contractors Board.
What is the Cost of the Permit?
Re-roof permits follow the same fee methodology as a Building (Structural) permit. Typically, a re-roof to replace with like-for-like materials will only incur the following fees:

- State Surcharge (12%)

What's Required?
The following documents are required for all re-roof permits.
- Completed Re-Roof Application
- Plans, including:
- Site Plan
- Manufacturer product sheets to indicate classification of roofing material
- Product sheets for the attachment material and/or fastening method and/or method of overlay
How Do I Apply?

Review Timelines
When the scope of the re-roof is only a replacement of like-for-like materials (not changing roof type or pitch, no structural modifications, etc.), the permit qualifies for a 2-day review under the Rapid Review program (POL 1049).
If the project is not a like-for-like replacement, a complete plan review is required, with an initial review timeline of three (3) weeks. Examples include any structural work, changing of roof type or pitch, seismic bracing, new or altered plumbing or mechanical systems, or if the roof is Class B or Class C.
Inspections
The required inspections associated with re-roofing permits are as follows:
- Inspection during installation of new roof covering
- Final inspection after the new roof covering is completely installed, and all drainage, mechanical systems, electrical and gas lines are restored, and gutters are properly attached.
If dry rot is identified during removal of existing roofing and there is replacement of sheathing, an inspection must be scheduled to confirm structural stability prior to installation of new roof covering. Additional plan review may be required.
