Banner Program

Effective July 1, 2026, the City of Corvallis will discontinue the current Community Banner Program that allows local organizations to display banners on Harrison Boulevard. Reservations that have been awarded to non-profits from now through December 2026 will be recognized and those banners will be hung.
Beginning January of 2027, banner space will be reserved exclusively for City-sponsored programs, events, and public information.
We recognize that this program has been a valued way for local organizations to promote events and connect with the community. However, due to the limited availability of banner locations and increasing demand, the City is prioritizing use of this space for initiatives that support broad community awareness and essential City services.
We appreciate the important role local organizations play in our community and thank you for your understanding as we make this transition. The Parks Department will be responsible for managing all future banners being hung over the right-of-way.
The following information only applies to banner applications submitted before July 1, 2026.
Banners over the public right-of-way are restricted to one site in Corvallis on NW Harrison near NW 6th Street. Reservations must be made for the use of this site through the Development Services Division. More information on making a reservation can be found below. Banners on private property are regulated by Section 4.7.80.05 of the Land Development Code.
Eligibility
Eligible organizations are:
- Nonprofits which have been granted tax-exempt status under IRS Section 501(c)(3)
- Public entities such as the City of Corvallis, Benton County, Oregon State University, and the Corvallis School District 509J and groups/organizations sanctioned by or partnering with these entities
Appropriate events are:
- Fundraising events (e.g. Friends of the Library Book Sale)
- Community events (e.g. Red, White, and Blues Festival)
- Community announcements (e.g. Fire Prevention Week)
- Community service (e.g. Celebrate Community Action)
Important: The banner must advertise events sponsored by a non-profit organization. No advertising by a commercial sponsor is allowed.
Reservations
- The deadline for reservations is 6 months prior to the date the banner will be hung.
- Banner reservation periods are established at 2 week time blocks.
- Banners may be hung no more than 2 times in a calendar year.

- If more than one reservation is received, a random drawing will be conducted to determine which organization will be granted the reservation.

Written documentation of nonprofit status must also be submitted. This documentation should be the approval received from the Internal Revenue Service to qualify under Section 501(c)(3) for a nonprofit exemption or some similar documentation. Governmental organizations (City of Corvallis and Benton County) and public educational institutions (OSU, LBCC, 509J) do not need to submit this documentation.
Fees
The cost of the banner permit includes an administrative fee of $60 plus a hanging fee, which varies from year to year. Fees must be paid 3 months prior to the scheduled hanging date.
At least one month prior to the banner being hung, provide a copy of your non-profit organization's Certificate of Insurance to the Development Services Division office. **Important** The City of Corvallis must be listed as additionally insured on the certificate. The minimum required type of insurance is as follows:

Banner Materials and Size Requirements

The length of the banner must be one of three sizes; 30 feet, 35 feet, or 40 feet in length. The width of the banner may range from a minimum of 24 inches to a maximum of 36 inches. If the banner does meet these size requirements it most likely will not display properly when hung across Harrison Blvd. The City will not extend resources to accommodate inadequate sized banners.

The banner must be made of substantial material, such as canvas.

Heavy duty reinforced grommets must be installed in all four corners of the banner and along the top and bottom edges, spaced between 18 and 36 inches apart.

The grommets should be approximately 1/2 inch from the edge of the banner and should have an opening of approximately 1/2 inch.

To reduce wind resistance, "wind holes" are created by cutting semi-circular "U"-shaped flaps 6 to 9 inches in diameter which will open along the bottom edge when the wind blows.

All of the ropes, cables and snaps needed to hang your banner will be provided.
Banner Placement and Removal
Awardees should note than an attempt will be made to hang each banner so it displays centered and is best viewable from the street. However, varying banner sizes and surrounding trees and/or vegetation may affect the placement of each banner. Requests to adjust banners once they have been hung will be subject to another hanging fee.
Banners are normally placed and removed on Mondays. If Monday is a holiday, this will occur on the following workday. Deliver your banner to the Development Services Division office in City Hall (corner of 5th & Madison) at least one week prior to the hanging start date. After removal, Development Services will email or call the applicant to notify they can come pickup the banner at the office.
