School District Construction Excise Tax (CET) Increase

The most recent change to fees is a new increase in the Corvallis School District’s Construction Excise Tax (CET).  Effective January 1, 2024, the Corvallis School District Construction Excise Tax (CET) will increase from $1.00 to $1.56 per square foot for residential construction, and from $0.50 to $0.78 per square foot for non-residential construction. An additional increase will become effective on July 1, 2024. The new rates, along with the maximum for non-residential construction, can be found in the table below.

The CET was first implemented in 2009 and helps pay for capital improvements to school facilities. The tax applies to construction permits that result in a new structure or additional square footage to an existing structure. The fee is collected and passed through to the Corvallis School District by Development Services at the time of permit issuance. Additional information, including construction projects that are exempt from the tax, can be found on the Corvallis School District’s website at Financial Services - Corvallis School District (csd509j.net).

The Corvallis School District has also provided a Brochure, Information Sheet, and Exemption Claim Form to help guide contractors and homeowners on how the tax will affect them.

Examples of various projects are listed below, showing how the rate increase will affect different types of construction.

Example #1

New 1,600 square foot single-family dwelling with three bedrooms and two bathrooms

Current CET: $1,600

CET Effective 1-1-24: $2,496

CET Effective 7-1-24: $2,608

Example #2

New three-story, 7,200 square foot apartment building, including eight units

Current CET: $7,200

CET Effective 1-1-24: $11,232

Example #3

New two-story, 9,700 square foot commercial office building

Current CET: $4,850
