Schedule: Construction Spring-Summer 2026.

This project rehabilitates several streets which will include grinding and repaving the street surfaces, replacing failed stormwater inlets, and upgrading sidewalks and pedestrian crossings to meet Americans with Disabilities Act (ADA) standards. Lanes will be reconfigured for enhancements to pedestrian crossings and buffered bike lanes. This will include curb extensions, marked crosswalks, and a pedestrian refuge island as recommended by the Road Safety Audit. Conceptual graphics are provided below.

The timing of some of this work is different from what was originally described in the Capital Improvement Program (CIP).  This project will rehabilitate:

  • Grant Ave: 29th to 31st
  • Highland Dr.: Grant to Cleveland
  • Walnut Blvd.: Circle to Jack London

Highland Dr. was listed as one large resurfacing and reconstruction project in the CIP. It has been divided into two phases:

  • Highland South: Grant to Cleveland (part of this 2026 project)
  • Highland North: Cleveland to Circle (scheduled separately to coordinate with upcoming waterline and traffic signal upgrades at the Circle/Highland intersection).

Alexander Ave., originally grouped with Grant and Highland, has been rescheduled for construction in 2027.

Walnut Blvd., originally grouped with the 2027 Conifer reconstruction, has been moved forward to this year’s project grouping.  

 

Design work is complete. Construction is planned to begin in Spring 2026 and finish by Fall 2026. Before construction starts, residents in the nearby area will receive written notice with a more specific start date as well as contact information for questions during construction.

This project will cause traffic disruptions at times, but we will work hard to minimize inconveniences. Local access to residences and businesses will be maintained as much as possible during construction but there will be times when access restrictions will be required. Street closures and detours will be necessary to provide safe work zones for both the public and the contractor, however, mail, garbage, school bus, and emergency services will be maintained throughout the project. Work on Highland Dr. will be limited while school is in session to reduce impacts to Linus Pauling Middle School and Garfield Elementary School, and it will be coordinated with the nearby construction project on Division St.
