The Corvallis Transportation Safety Action Plan (TSAP) is a strategic framework that identified, analyzed, and prioritizes roadway safety issues. City Council adopted a resolution accepting the TSAP on April 20, 2026.

The 2026 TSAP provides a clear, data-driven, and community-informed roadmap to improve transportation safety on City-owned roadways and moves Corvallis toward its Vision Zero goal. This plan is designed to guide strategic investments, strengthen competitiveness for funding opportunities, and ensure that future safety improvements are aligned with the highest-priority needs across Corvallis.

The Safe System Approach, as advanced by the Federal Highway Administration through the Safe Streets and Roads for All (SS4A) program, provides a framework for achieving zero fatal and serious injury crashes. This plan aligns with the City Council’s endorsement of Vision Zero, the Federal Highway Administration’s Safe System Approach, the 2019 Corvallis Transportation System Plan, the 2021 Oregon Transportation Safety Action Plan, and national best practices for roadway safety.
