City of Corvallis Issues Request for Proposals (RFP) for

Community Development Block Grant & HOME Investment Partnerships Grant Program

We are excited to announce the issuance of two (2) Request for Proposals for projects that are eligible for funding through the federal Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME) under the U.S. Department of Housing and Urban Development (HUD). These programs are administered at the local level by City staff, but are subject to federal regulations (CDBG: 24 CFR 570; HOME: 24 CFR 92). Eligible projects will generally be focused on housing and/or community development activities that serve low-income Corvallis community members.

The City of Corvallis invites proposals for the following two funding programs (estimated funding amounts):

  • CDBG Capital Project ($450,000)
  • HOME Capital Project ($250,000)

CDBG Human Services RFP will be issued on January 6, 2025

At the time of this RFP issuance, HUD has not yet released funding amounts for FY 2025-2026 CDBG and HOME funding. This amount is estimated based on funding received by the City of Corvallis in FY 2024-2025. The actual level of funding received by the City of Corvallis may vary from this estimated amount. All funds referenced within the RFPs will be available after July 1, 2025, following an Annual Action Plan approved by Corvallis City Council and HUD. Funding released to subrecipients may not be available until Fall 2025.

Prospective applicants are strongly encouraged to thoroughly read the relevant RFP (whichever funding source prospective applicants are interested in applying for). For those interested in applying for the CDBG and HOME Capital Project funding then the FY 25-26 City of Corvallis CDBG and HOME RFP should be read but only one Project Checklist should be completed, per Proposal request.

City staff encourage prospective applicants to consider questions related to these RFPs, project checklist (CDBG and HOME Capital Projects), project eligibility, and other questions relevant to the CDBG and HOME programs and submit those no sooner than Monday, December 2nd, 2024 and no later than 12 pm (noon) Wednesday, December 11th, 2024. Please submit questions during this time period to housing@corvallisoregon.gov. All questions and answers will be sent via e-mail to those who submitted questions and posted online for public viewing at www.corvallisoregon.gov/CDBGandHOME periodically throughout the A&A period and by Friday, December 13th, 2024 no later than 12 pm (noon).

The city utilizes a two-step application process for CDBG and HOME Capital Projects. Potential applicants are asked to complete the project checklist in advance of submitting an application. Project checklists for CDBG and HOME Capital Projects are due no later than 12 pm (noon) on Friday, December 20th, 2024 describing the project and proposed use of funds.

In the event it is necessary to amend, revise, or supplement any part of these RFPs, addenda will be posted to this website. Prospective applicants are encouraged to check the website regularly for additional information.

Additional Resources and Requirements

Shelter and Permanent Supportive Housing (PSH) Grantees

Please note, beginning in 2022 all funding awarded by the City of Corvallis will require providers to utilize the local Coordinated Entry Priorities List of local people experiencing houselessness for filling their openings in their Permanent Supportive Housing (PSH), Rapid Rehousing (RRH), Transitional Housing (TH) or other non-transient shelter facilities. 

Coordinated Entry is based on data in the Homeless Management Information System (HMIS). Additional information on Coordinated Entry can be found at the following locations:

Grantees shall obtain required data entry training for designated staff and adhere to the standards for data completeness and accuracy set forth by the Continuum of Care.

Fair Housing
