Parking Lots - Permit & Free

Free Public Parking Lots 
There are three customer parking lots in downtown:

  • 2nd Street, between Monroe and Madison Avenues
  • 2nd Street, between Madison and Jefferson Avenues
  • 3rd Street, between Jefferson and Adams Avenues

Employees are prohibited from using these free spaces between 9:00AM and 5:00PM, Monday - Saturday. Exceptions are Sundays or holidays. For more details, refer to Municipal Code 6.11.300.

In addition, there are two unrestricted parking areas available:

  • 1st Street, north of Van Buren Avenue (on street)
  • "B" Avenue and 2nd Street (parking lot)

Permit Parking Lots 
The
City owns two permit parking lots in the downtown area: the Yellow Lot, west of 5th Street, between Corvallis City Hall and the Downtown Transit Center, and the Purple Lot, select stalls within the free customer lot at 2nd Street and B Avenue. Permits are valid for three months to a year and can only be used in the lot for which they are issued. Spaces are not assigned. Refer to the Downtown Parking Map (pdf) for parking locations.

Permits 
Permits are required for parking in the Yellow permit lot between 8:00AM and 5:00PM Monday through Friday. Purple lot permits are required 24/7 and allow permit holders to park up to 30 days at a time without moving the vehicle. 

Yellow Lot - 5th and Monroe $125.00/Quarter or $500.00/Year 
Purple Lot - 2nd and B $60.00/Quarter or $240/Year

You must apply in person for a first-time parking permit at the Public Works office (1245 NE 3rd St). For Yellow Lot permits, renewal notices will then be sent to your home address and you may mail in the fee for the permit renewal. For Purple Lot permits, renewal payments must be made in person. The fee for the permits must be paid quarterly. Yearly payments may be made at the beginning of any quarter in the year (January, April, July, October).  When the parking lot spaces have been sold out, the City will maintain a waiting list on a first-come/first-served basis. When a parking space becomes available in a lot, the next person on the list for that particular lot will be contacted for the opportunity to purchase a permit.

Replacements will not be issued for lost or stolen permits, except for Residential Permits. Prorated refunds will be given only for quarterly or yearly permits. If a permit is returned for a refund, reimbursement will be given for each remaining half or full month.

Placement of Permit on Vehicle 
Stickers: Per City ordinance Ord. 94-34 § 3, the parking permit shall be permanently affixed to either the left rear bumper or the left rear corner of the back window. No other location will be accepted or the vehicle will be subject to a citation. If you are putting the permit in your back window, be sure it is permanently attached. Please remove any expired permits that you may still have affixed to the left rear bumper or left rear window of your vehicle.

Hang-tags:  The permit must hang from the rear view mirror so that it is clearly visible through the rear window while parked. Vehicles with permits that are not properly displayed or can’t be seen because of tinted windows may be ticketed.

Your Permit Lot is Full 
If your lot is full and you cannot park in your lot, call Parking Enforcement at (541) 766-6729, Ext. 5610 and let them know where you are parked and a description of your vehicle. Parking Enforcement will check the lot to confirm it is full and make note of your vehicle location.
