Transportation System Development Charge (SDC) Update

The City is in the process of updating its Transportation SDCs. This is a standard practice following the adoption of master plans which, for the transportation system, occurred in 2019. This work will include a review of the Transportation SDC methodology to ensure consistency with state law, the adoption of a new project list based on capital improvements identified in the 2019 Transportation System Plan (TSP), and the calculation of a new maximum allowable Transportation SDC fee.

On May 16, 2025, the City of Corvallis will issue a 90 days’ notice of its intent to consider changes to its transportation system development charge methodology and project list as required by state law. 

Implementation of the proposed methodology consists of two separate components:

1)    The proposed transportation system SDC methodology report will be available for public review on June 18th, 2025 (60 days prior to public hearing).

2)    The City Council will hold a public hearing on August 18th, 2025, regarding a proposed Resolution adopting a transportation system SDC methodology and project list.

If adopted, the proposed transportation system SDC methodology will go into effect for all applicable permits applied for on or after August 19th, 2025.
