Development Code Updates

Corvallis zoning and land development regulations are contained in the Land Development Code (LDC). The LDC is a set of ordinances and regulations that implement the policies contained in the Comprehensive Plan. Due to changes that occur in the City's land use policies, as well as evolving requirements of State and Federal law, the LDC is a changing, dynamic document.
Community Development staff are working on these active code amendment projects:
- 2025 Oregon Land Use Legislation

- Description: The text amendments are intended to clarify uses, building types, and densities of Corvallis residential Comprehensive Plan designations, and implement specific Use Type provisions of Oregon law passed by the legislature in the 2025 Regular Session. Key provisions of the 2025 Oregon land use changes implemented with these text amendments include:
- SB 974 (Section 3 related to residential zone changes and residential development standard variations)
- HB 3560 (Child Care Facilities), and
- HB 2005 (facility sitting for Residential Treatment Facilities / Homes, Crisis Stabilization Centers, and Mental / Psychiatric Hospitals)
- Residential Development - LDC Code Audit (Phase IV - Natural Features Provisions and Other)

- Description: Implements provisions of State law related to residential development and requirements for clear and objective development standards. This is a multi-phase project, with code amendments derived from the 2018 DLCD Housing Planning Project - Code Audit. This final phase focuses on Natural Features Provisions in the LDC.
