In alignment with the Community Participation Plan, the City will provide opportunities for community member and stakeholder feedback during various times of the year. Community members and stakeholders may also contact the Housing Grant Coordinator for more information and/or to discuss the CDBG and HOME Programs.

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Corvallis.

REQUEST FOR RELEASE OF FUNDS

On or about June 1, 2026 the City of Corvallis will submit a request to HUD for the release of Community Development Block Grant funds under 24 CFR 570 of the Housing and Development Act of 1974, as amended, to undertake a project known as Central Park Bathroom for the purpose of constructing a permanent public bathroom, estimated funding of $495,000 at 650 NW Monroe Ave, Corvallis, OR.

FINDING OF NO SIGNIFICANT IMPACT

The City of Corvallis has determined that the project will have no significant impact on the human environment.  Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required.  Additional project information is contained in the Environmental Review Record (ERR) on file at https://cpd.hud.gov/cpd-public/environmental-reviews and may be examined at anytime. Additional project information contained in the ERR is also on file at Corvallis City Hall at 501 SW Madison Ave, Corvallis, OR, 97333 and may be examined or copied weekdays 8 A.M to 5 P.M.

PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the ERR to the City of Corvallis at 501 SW Madison Ave, Corvallis, OR 97333, Attention: Nyssa Paul, Housing Grant Coordinator, during the hours of 8:00 am to 5:00 pm. Comments may also be submitted via email at housing@corvallisoregon.gov. All comments received by May 30, 2026 will be considered by the City of Corvallis prior to authorizing submission of a request for release of funds.  Comments should specify which Notice they are addressing.

ENVIRONMENTAL CERTIFICATION

The City of Corvallis certifies to HUD that Mark Shepard in his capacity as City Manager consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied.  HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Corvallis Parks & Recreation to use Program funds.

OBJECTIONS TO RELEASE OF FUNDS

HUD will accept objections to its release of fund and the City of Corvallis’ certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Corvallis; (b) the City of Corvallis has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.  Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to HUD- Portland Field Office at 1220 SW 3rd St Suite 400, Portland, OR, 97204.  Potential objectors should contact HUD to verify the actual last day of the objection period.

Review the Draft FY 26-27 Annual Action Plan

30 DAY PUBLIC COMMENT AND NOTICE OF PUBLIC HEARING

CITY OF CORVALLIS

Each year the City of Corvallis receives federal funding as an entitlement city for the federal Community Development Block Grant (CDBG) program and as a Participating Jurisdiction for the HOME Investment Partnerships (HOME) Program. This funding is provided by the U.S. Department of Housing and Urban Development (HUD), and is used to support affordable housing construction, acquisition or rehabilitation; public facility and infrastructure development; and social service funding, all for Corvallis residents with low, very low, or extremely low incomes. Funding award amounts for the City’s fiscal year 2026-2027 are $573,057 for CDBG funds and $351,716.81 for HOME funds, plus program income and previous unspent grant funding.

The purpose of the public comment period and public hearing will be for the Housing & Neighborhood Services Division (HNS) and City Council to receive community member views or ideas for the priorities related to housing and community development within the draft FY 26-27 Annual Action Plan.

All Corvallis residents are invited to submit comments during the 30-day public comment period beginning May 14, 2026 and ending June 15, 2026. Written comments may be submitted to housing@corvallisoregon.gov. Verbal comments may be submitted by calling (541) 766-6550. Comments are due no later than Monday, June 15, 2026 at 8 pm.

A CDBG and HOME program-related public hearing will be conducted by the Corvallis City Council at 6:00 p.m. on Monday, June 15, 2026. Community members can attend the meeting in person at ADA-accessible Council Chambers on the second floor of the Downtown Fire Station, 400 NW Harrison Boulevard or online at https://us06web.zoom.us/webinar/register/WN_RGj52AKrSE2pdgAUQ_3XRQ.

The City Council strongly encourages community members to provide written testimony. Please submit your comments by 12:00 pm on June 15, 2026 to city.recorder@corvallisoregon.gov or via U.S. mail to Alex Downing, City Recorder, P.O. Box 1083, Corvallis, OR 97333-1083. To testify orally via computer, telephone, or in-person, register with the City Recorder by 12:00 pm on the day of the hearing at the above email address or via telephone at 541-766-6901 x3 (for TTY services, dial 7-1-1). Each speaker is limited to three minutes unless otherwise granted by the Mayor. Please contact the City Recorder if you need any special accommodations to attend or participate in the hearing. Notification at least two business days prior to the hearing will enable the City to make reasonable arrangements to ensure accessibility.

COMENTARIO PÚBLICO DE 30 DÍAS Y AVISO DE AUDIENCIA PÚBLICA

Cada año, la Ciudad de Corvallis recibe fondos federales como ciudad con derechos para el programa federal de Subvenciones en Bloque para el Desarrollo Comunitario (CDBG) y como jurisdicción participante para el programa HOME Investment Partnerships (HOME).
