Welcome to the Summer 2026 Rental Property Newsletter! In this edition, we have some Rental Housing Program and Livability data to share with you from calendar year 2025 alongside some City parking news and more regular updates such as the spring 2026 Fair Housing training and the annual maximum rent increase for 2026.

In 2025, the City of Corvallis Housing & Neighborhood Services team fielded over 200 questions from community members, the vast majority of which came from landlords and tenants in search of information and resources for navigating rental housing law questions.

2025 Livability Code Complaint Data:
The Corvallis Livability Code is designed to ensure all properties meet minimum safety and habitability standards for residential units. The City’s Development Services Code Compliance team investigates community complaints and works with property owners, landlords, and tenants to address violations.

In 2025, a total of 246 Livability Code complaints were submitted to the City of Corvallis, of which 95 were located at rental addresses. Among the complaints located at rental addresses, these are the types of complaints that were submitted:

Under the “Livability,” category, the most common complaints were mold and plumbing.
The majority of the livability concerns now come through the Corvallis Connect portal. In September 2025, the City of Corvallis launched Corvallis Connect, an online service portal that helps community members report problems, find resources, and engage with city services. The portal is available online at www.corvallisoregon.gov/corvallisconnect.
New City Parking Permit System
Did you know that the City of Corvallis has three residential parking districts? The districts are in neighborhoods adjacent to Oregon State University’s campus and require parking permits to park on the street. They were developed to ensure adequate parking for residents in the area. The permit “year” is from September 1 to August 31 with renewals or new applications opening in mid-August. Most addresses are eligible for up to three permits, first come, first served. Permit applications require verification of your license plate (such as a photo) and proof of residency (such as a lease, utility bill, etc.).
The City has recently made changes to the application, renewal, and payment process for parking permits, including the launch of a new online portal for self-service. Stickers, hangtags, and paper are no longer issued. Your license plate now serves as your parking permit. Additionally, guest or visitor passes are now digital as well and must be obtained and activated online for each use. This means any prior paper guest or visitor passes you may still have will no longer be valid after September 1.

Track Newly Permitted Properties
If you’re interested in keeping up to date with new construction in town, there are a couple of tools that might interest you!
AgencyCounter is an interactive map of permits that are under consideration or have been approved by the City.
Performance Metrics | City of Corvallis Development Services is a dashboard that tracks several Development Services activities, including Building Permit applications processed and issued.
Community Development Resources | Corvallis Oregon serves as a central hub where residents, businesses, and partners can explore how the city grows and evolves. This page brings together a curated collection of tools and resources—ranging from permitting history and land use cases to interactive maps and current development activity—so community members can easily find the information they need. It’s designed to offer clarity, transparency, and a deeper understanding of how planning and development shape the Corvallis we all share.
On the Community Development Publications | Corvallis Oregon webpage, under the “Annexations, Buildable Lands Inventory, and Land Development Information Reports” section, you will find a link to the most recently published Land Development Information Report (LDIR) as well as past LDIRs, which track data and trends in development within City limits such as the total number of housing units of different types permitted within a calendar year.
OHCS 2026 Production Dashboard | Tableau Public is an online tool developed by the state to track community progress toward housing production goals.

Spring 2026 Fair Housing Training:
At least twice a year, the City of Corvallis Housing & Neighborhood Services Division invites the Fair Housing Council of Oregon (FHCO) to lead trainings about fair housing law. The spring 2026 training occurred May 5th and covered Fair Housing Law basics and implementing fair housing principles in property management, including:
- Fair housing and advertising
- Common fair housing mistakes during screening
- Landlord responsibilities in tenant-on-tenant acts of hate and harassment
- Fair housing best practices

Annual Maximum Rent Increase for 2026:
Oregon law requires Oregon's Department of Administrative Services to calculate and post the maximum annual rent increase percentage allowed by statute by September 30 for the upcoming calendar year.
The allowable annual rent increase for calendar year 2026 is 9.5%. Only one rent increase may be issued in any 12-month period.
The lower maximum rental increase established by HB3054 (6%) at the legislature last year is only applicable to manufactured home parks and floating home marinas containing more than 30 spaces.
Note: The maximum rent increase limit does not apply if: (a) The first certificate of occupancy for the dwelling unit was issued less than 15 years from the date of the notice of the rent increase; or (b) The dwelling unit is regulated or certified as affordable housing by a federal, state or local government and the change in rent: (A) Does not increase the tenant’s portion of the rent; (B) Is required by program eligibility requirements or by a change in the tenant’s income.

Flexible Housing Subsidy Pool (FHSP):
The Flexible Housing Subsidy Pool (FHSP) is a Benton County Health Department program that helps get people out of homelessness and into housing. They fill gaps and remove barriers to housing for our most vulnerable community members.
How does the FHSP benefit property managers and owners?
Individualized Housing Placement: Dedicated staff at Benton County match financial resources and supportive services with eligible households. The FHSP does an extensive assessment for all tenants and consults in partnership with community organizations to make successful matches with the right housing location.
High Occupancy, Low Turnover: Reduced unit turnover cost and lower vacancy loss. Targeting long-term tenancy and housing stability.
Reliable Rent Payment: The FHSP ensures on-time rental payments to property managers throughout the duration of the lease. The FHSP has financial resources for first and last month’s rent and security deposits.
Ease of Management: Dedicated point-of-contact for tenant issues. Intensive case management and wrap-around services to support tenants and promote housing stability. FHSP staff are there to help support both the tenant and property manager, assisting with potential lease violations and supportive services.
